LONDON (23 November 2023) – Global talent acquisition partner Cielo has solidified its position as a global industry leader, placing second in EMEA and eighth in APAC on the 2023 HRO Today’s RPO Baker’s Dozen Customer Satisfaction Ratings.
The survey, conducted by HRO Today, ranks the top providers of RPO in EMEA and APAC based on customer satisfaction surveys. Cielo had already secured the No. 1 spot as the Global Recruitment Process Outsourcing (RPO) partner for Breadth of Service, No. 2 for Quality of Service, and the No. 2 RPO provider in the world earlier in the year.
The most recent awards in EMEA and APAC are testament to Cielo’s dedication and success in delivering innovative, sector-led thinking, and customer-centric solutions in different regions.

HRO Today’s Baker’s Dozen rankings are based solely on feedback from buyers of the rated services; the ratings are not based on the opinion of the HRO Today staff. We collect feedback annually through an online survey. In order to determine an overall ranking, we analyze results across three subcategories: service breadth, deal sizes, and quality. Using a predetermined algorithm that weighs questions and categories based on importance, we calculate scores in all three subcategories as well as an overall score. The rankings are based on those scores. While we do not claim that our methodology is the only viable ratings program available, we vouch for its statistical validity.
